In an early attempt to portray both the time dependent process required to reach a steady state and the associated variance around that state, a model was presented to a team of senior managers charged with the responsibility of defining a future development process that would reduce overall development time by 40%. This team of managers had made considerable progress on the task and after seeing the model, one had this reaction. I, who was presenting the model wascaught flat-footed. I had expected that the model itself would lead to considerable revelation and had been unprepared to answer this most pragmatic of questions.
